As he has his house raised by an added floor it seems he was enthusiastic to have convenient access to the rooftops where people liked to hang out it.

A different time, yet also reminds me of some current day zoning battles I've seen, where someone building a new swanky house in an existing neighbourhood desperately wants to put a big roof-top party deck above all the neighbours yards, permissions be damned.
