It’s been five years since I was elected to the #OpenStreetMap Foundation board becoming the first POC and the first person residing outside the U.S., Canada, and Europe to be elected. By default, a matrix server keeps a full local cache of every room you join, including all media. This is by design, because rooms are distributed across all participating servers. Unlike MUC chat groups on XMPP, which are unreachable any time the originating server goes down.
You can constrain storage use by limiting cache size, or telling the server to autodelete media after Z time (eg a week).

If you don't understand why the Republicans are pushing this idea of giving people money directly for healthcare (read 'insurance') versus simply extending the ACA subsidies, it's because giving people money means fewer regulations on insurance and healthcare companies.
The ACA requires things like allowing pre-existing conditions, and insurance companies don't like that. If you take away the subsidies you hurt the ACA, raise premiums, and then later they can point and say 'see how terrible the ACA is?'
EDIT: to clarify, I believe in universal healthcare. But the ACA is what we have for now and they're trying to take that away so there's nothing.
