My own (informed) view is written exams at any stage, from 7yo to degree are vastly overvalued. Relying on short term memory, self-confidence (which are mostly innate not subject related) and cramming, (aided by private tuition to get into expensive schools) rather than actually proving we have the subject embedded. How many adults can remember anything they learnt for GCSE. But it's a great method for embedding social inequality. Why they would want to extend this to skillls?
I never liked exams & so my courses were always written assignments, but that's because I taught social sciences.
When I took a ten week course on plastering recently, there was a written element to the course, and the tutor just coached everyone through it because (and I asked him teacher to teacher) there was no way most people on the course who were really good plasterers could sort out the formal element on their own & did not assess their actual plastering skills.
