This is what psychologists call "displacement activity." Keeping yourself busy with something irrelevant to the actual problem, to avoid standing helplessly by or even worse, grasping the bull by the horns.
All these plans are built on the assumption that Russia will accept a ceasefire; yet the more they are announced, the more the chances of a ceasefire are cemented at zero. This war started to prevent further NATO presence in Ukraine and, as they're winning, why would the Russians suddenly stop so NATO "peacekeepers" can come in?
