I think the endgame is to turn the new ICE camps into plantations where the overwhelming majority of the population can be imprisoned and used as slave labor. The precedents have already been established: the illegalization of homelessness, and forcing the homeless into prison camps. Combine that with privatized prisons that require mandatory labor, and you have America as one vast slave empire ruled over by a tiny elite. Por qué el trato de Trump y Xi para dividir TikTok es una mala noticia para todo Internet
El acuerdo sobre TikTok marca un giro histórico: EE.UU. se suma a la visión de China y Rusia de una red fragmentada y reglas diferentes para cada país.
La historia de Internet no está cerrada. El mapa de la Red parece estabilizado desde que la primera oleada de cables submarinos tejió un espacio global interconectado, pero la realidad es que las placas tectónicas del mundo digital nunca dejaron de moverse. Desde hace años, las fuerzas que intentan separarlas se intensificaron. Su objetivo es un Internet dividido con fronteras nacionales, menos reactivo y más controlable. El trato entre Donald Trump y Xi Jinping para repartirse a los usuarios de TikTok en zonas de influencia es el último terremoto que ha dejado estos movimientos.
Trump firmó este jueves la orden ejecutiva para separar definitivamente a los 170 millones de usuarios de TikTok en EE.UU. de los del resto del mundo. La nueva plataforma estará controlada por sus aliados directos, liderados por Larry Ellison, un magnate tecnológico de 82 años que posee la segunda mayor fortuna del mundo. En el grupo también estará la familia Murdoch, propietaria de Fox News y del grupo mediático News Corp, que entre sus escándalos cuenta el espionaje ilegal a políticos, famosos y hasta víctimas de crímenes.
Trump había expresado su deseo de controlar al menos el 50% de la nueva compañía. Finalmente, se ha descartado. No le hará falta, puesto que se ha asegurado un papel clave en la gestión del algoritmo. Según ha filtrado la Casa Blanca, Ellison, a través de su empresa de software Oracle, reentrenará la famosa inteligencia artificial de recomendación de contenidos de TikTok para “garantizar que se evite la manipulación indebida”, bajo la supervisión directa de Trump.
El resultado del pacto es un TikTok balcanizado. Una parte de la red estará directamente controlada por el Gobierno estadounidense y sus aliados. Otra será la plataforma global que hasta ahora venía funcionando bajo la influencia china de Bytedance, su empresa matriz. La tercera es Douyin, el TikTok chino, que también es propiedad de Bytedance, pero siempre estuvo separado del resto de la red por orden de Pekín, que no permite la conexión internacional de sus plataformas digitales para asegurar el control y la censura del Estado.
El precio de venta que aparece en la orden ejecutiva son 14.000 millones de dólares. Sin embargo, el acuerdo va mucho más allá del ámbito económico. El verdadero ganador es la visión de un Internet fragmentado, más parecido al mundo viejo que a una red global. Una visión que hasta ahora tenía como grandes defensores a China y Rusia y ahora gana un nuevo aliado con Trump y EE.UU. “Existe un riesgo real de que los usuarios queden encerrados en jardines amurallados nacionales”, avisa Christoph Schmon, director de Políticas Internacionales de la Electronic Frontier Foundation (EFF).
Las nuevas fronteras de Internet
La EFF es una de las organizaciones más influyentes en el campo de los derechos digitales en todo el mundo. La balcanización de la red es una de sus amenzazas crecientes. “Las leyes y órdenes nacionales están pensadas para regular asuntos internos, por lo que cierta fragmentación legal de Internet es inevitable. Sin embargo, la verdadera preocupación surge cuando estas medidas están mal dirigidas y corren el riesgo de segmentar la red global e interoperable en sistemas aislados”, dice Schmon en conversación con elDiario.es.
“El acuerdo sobre TikTok probablemente sea un paso en esa dirección, ya que trata a una plataforma global como un activo nacional que puede remodelarse o usarse como moneda de cambio para ejercer control interno”, continúa el especialista. “Aunque esto pueda reducir riesgos ligados a ByteDance y a la autoridad del gobierno chino, crea otros nuevos al someter la plataforma a la influencia de inversores políticamente alineados y del propio Gobierno estadounidense”.

El cambio de postura de Trump en el caso TikTok resulta paradigmático. Su ambición inicial en 2020 era cerrar por completo la red social por motivos de seguridad, una idea que quedó en vía muerta tras su derrota electoral. Durante la legislatura de Joe Biden el Congreso decidió que la amenaza de la influencia china era lo bastante peligrosa como para seguir el camino iniciado por Trump. El resultado fue una ley que forzaba a la venta de TikTok o su cierre que recibió un amplio consenso de ambos partidos.
Pero cuando Trump regresó al poder, el tablero había cambiado. El republicano ya no quiere cerrar la red social y firmó cuatro prórrogas a la venta, tres más de las que la ley permitía. Ahora es consciente de su utilidad, siempre que permanezca bajo su control. “No era fan de TikTok, pero luego lo usé y me hice fan. Me ayudó a ganar las elecciones con una victoria aplastante”, declaró ante los periodistas tras su llamada con Xi para cerrar el acuerdo de venta.

Ahora el riesgo son las réplicas de este terremoto. “Me preocupa que este cambio pueda normalizar la idea de que el acceso al discurso y la información debe estar moldeado por el Estado”, dice Schmon: “Desde la perspectiva de los derechos digitales globales, cualquier compartimentación de Internet implica un riesgo de desigualdad digital y limita la capacidad de las personas de comunicarse libremente a través de las fronteras”.
Pero la balcanización de Internet no solo es un arma para proteger el territorio propio, sino también para proyectar poder y degradar la vida digital de otros países. Así lo explica la profesora Mailyn Fidler en un análisis para la Harvard Law School publicado este junio. “Ahora se utiliza no solo para cuidar el propio jardín amurallado, sino para empeorar los jardines de los demás”, avisa Fidler.
Una red más parecida al viejo mundo es una que replica la tensión que ya se vive en la realidad analógica y puede ser un campo de batalla. “Esta nueva forma de fragmentación de Internet se parece más a un conflicto de baja intensidad que a la búsqueda de autonomía en la Red: las escaramuzas fronterizas de una red balcanizada”, resume la profesora.
Soberanía para violar los derechos humanos
En 2022, un grupo de 60 países firmaron un nuevo tratado para Internet. “Reclamamos una nueva Declaración para el Futuro de Internet que incluya a todos los socios que apoyan activamente que sea abierto, libre, global, interoperable, fiable y seguro. Afirmamos además nuestro compromiso de proteger y respetar los derechos humanos en línea y en todo el ecosistema digital”, ratificaron.
La Declaración estuvo impulsada por EE.UU. y hablaba de defender la red global ante una era de “aumento del autoritarismo digital en la que algunos Estados actúan reprimiendo la libertad de expresión, censurando sitios de noticias independientes, interfiriendo en las elecciones, promoviendo la desinformación y negando a sus ciudadanos otros derechos humanos”.
Fue una reacción directa ante la alianza de China y Rusia para cambiar las normas de Internet. El gigante asiático nunca compró la idea de una red global sin fronteras y construyó su propio ecosistema digital separado del resto del mundo y bajo supervisión estatal. Tras la guerra de Ucrania, Rusia siguió el mismo camino: escindió su red nacional con un “telón de acero digital” que llevaba años fraguándose, forzando a las plataformas occidentales a salir del país y obligando a los rusos a usar herramientas controladas por el Kremlin.
Xi Jinping y Vladímir Putin han ratificado sus propios tratados para “preservar el derecho soberano de los Estados a regular el segmento nacional de Internet”. En ambos casos, esa soberanía se tradujo en censura y violaciones de los derechos humanos. Sus empresas digitales están sometidas a un férreo control gubernamental. Cualquier actor que no se ciña al guion, ya sea un influencer o el desarrollador de una nueva aplicación, puede desaparecer o verse obligado a exiliarse del país.
Putin y Xi también se comprometieron a extender esta visión para Internet. Su pacto fue colaborar para hacerse con el control de la Unión Internacional de Telecomunicaciones (UIT), el organismo de Naciones Unidas que da forma a las conexiones globales.
No lo consiguieron, ya que EE.UU., con el apoyo del bloque occidental, pudo colocar a su candidata en la presidencia en una votación clave. Era la primera vez en 70 años que EE.UU. se movía para dirigir la UIT y frenar las aspiraciones sino-rusas de promover la balcanización de la red. Un movimiento que sirve para defender a sus gigantes teológicos y su rol como puertas de entrada al Internet global, pero también a la concepción de una red abierta contra la deriva autoritaria de Pekín y Moscú.
Con el reparto de TikTok, EE.UU. se mueve por primera vez en el sentido contrario. Con su apretón de manos con Trump, Xi pierde el control de los usuarios estadounidenses de la red social de vídeo, pero gana un aliado para su visión de un Internet con fronteras convertido en campo de batalla.
