Una precedente proroga fino a novembre era stata concepita per garantire la continuità dei benefici ai militari e alle loro famiglie. I membri della Guardia Nazionale non hanno diritto ad assicurazione sanitaria e indennità di alloggio a meno che non siano in servizio per più di 30 giorni consecutivi. Lo stipendio di questi soldati è anche a rischio a causa dell'attuale blocco amministrativo del governo federale.
L'amministrazione Trump ha lasciato aperta la questione sulla durata complessiva della missione. Ad agosto il vicepresidente JD Vance ha dichiarato che se Trump ritiene necessario estendere l'ordine per garantire la sicurezza pubblica, lo farà.

Quella sentenza non si applica però direttamente a Washington, dove il presidente ha maggiore controllo sulla Guardia rispetto agli Stati.
All'inizio di ottobre un alto funzionario militare ha ordinato alle Guardie Nazionali di tutti i 50 Stati, del Distretto di Columbia e dei territori americani di formare forze di reazione rapida addestrate al controllo delle sommosse. Secondo una direttiva interna del Pentagono esaminata dal Guardian, l'addestramento include l'uso di manganelli, scudi, pistole elettriche e spray al peperoncino. Il memorandum, firmato l'8 ottobre dal generale di divisione Ronald Burkett, direttore delle operazioni dell'ufficio della Guardia Nazionale del Pentagono, stabilisce che la maggior parte degli Stati deve addestrare 500 membri della Guardia Nazionale, per un totale di 23.500 soldati in tutto il paese.
