For some reason they wanted to support both 4K and 8K size ROMs - the default is 4K, and systems have been seen with 4K ROMs installed - it takes 3 of them, with a third ROM dedicated to fonts.
One input to the PAL16L8 that decodes the chip selects for the 6 ROM sockets, determines the size of the ROMs to use.
I guess the idea was that they would install a zero Ohm resistor across these pads or just bridge it with something (it's a bit far for just solder innit?)
But oopsie. They covered one of the pads with the solder mask. So now they gotta bodge it.
If you're wondering how you can have two different sizes of ROM, electrically, it's sort of neat.
The 2764 has four more pins than the 2732, but it leaves what would be the 2732's Vcc pin disconnected, so if you make a socket for 2764's, you can stick 2732's in it too.
Here's a somewhat cursed way of turning a combinatorial PAL into a delay line.
Pins 1 and 12 of this PAL16L8 create a sort of monostable multivibrator.
When the PAL emits a logical 1 out pin 12, the pull-down fights the output until the capacitor charges, at which point the AND-gate buffer passes the signal to the left side, where again it is fought by a pull-down until the capacitor on that side charges, at which point the PAL can read the input on pin 1.
Pin 12 drives the 'S' line on the 157 multiplexers that produce the RAS/CAS addresses for the DRAM.
This PAL also produces 4 bank select outputs, and disables the on-board memory if addressing above 256K, which is useful if you want to have a RAM expansion.
