This is exactly what a corrupt minister on the take would say - the same sly reframing and dodging happened repeatedly in the UK while Tories eroded essential infrastructures and extracted money for personal gain, allocated for healthcare etc. And Trump, well he always frames his worst actions as if normal to dodge accountability. These are gutter level ethics.
A crooked line rarely says it is crooked, but still is.
History shows that as long as this practice continues, dodgy wealthy entities distort what could be more functional infrastructure and exploit a population. Also that it escalates to chaos if not stopped early.
