Spending the mindfuckingly impossibly large amount of resources it would take to make Mars (the least completely fucked of all the other available rocks in the solar system) even modestly tolerable for any form of life worthy of the name would be a colossally onanistic robbery of goods and material that should be invested in conserving Earth, the actual best place for life within, at minimum, thousands of years of travel through the yawning, thanatic expanse of murderous emptiness we call space.

Yeah, it's not about whether Vance would be a better person but whether he would be less popular with Trump's electoral base.
If Trump voters see Vance as just another random politician, it might cause Republican splits and damage politically (we can only hope!). If the threat of being primaried is taken away, Republican politicians may revert to all kinds of feuds over who is the "true heir" to Trump.
This is one of the weaknesses of a cult of personality, when the personality dies it's never clear if anyone can take their place and it can lead to instability.
