I think a fee is fine, but only above a certain income level. The poor have it hard enough as it is.
This is the big mistake that the Democrats in the US have made consistently. What this mechanism does is, over the years, is to breed resentment between the poor-ish people who have to pay against the more poor who do not have to pay. Government programs which benefit all equally are much less likely to breed divisions politically.
