You pull your shades and use a lot of air freshener and go out the back door and hope for a good heavy rainstorm.

When the War of the Ring comes to the Shire it's because Lotho Sackville-Baggins made a fortune selling pipeweed to Saruman, and he uses that fortune to gain power over his fellows. Lotho industrializes and militarizes the Shire. Prior to this the Shire has literally twelve law enforcement officers and no written laws, but Lotho uses his wealth to get many hobbits to turn on their neighbors and join the sheriffs. Saruman eventually arrives and takes over, killing Lotho and expanding the militarization and industrialization. Our heroes carry out the Scouring of the Shire, where the Shire is liberated.
This is literally a story of a capitalist turning to fascists for greater control and tyrannizing his own people through surveillance, paramilitary occupation, expasion of security forces, and legalism, before that homegrown fascism grows beyond his control.
