Dänemark kapituliert (teilweise) vor dem Widerstand gegen die #Chatkontrolle!
Die Regierung von Dänemark, die aktuell den Vorsitz im Rat der EU hat, erklärt: sie wolle im nächsten Anlauf zur CSA-Verordnung, angesichts der massiven Kritik und gescheiterter Mehrheit, nicht noch einmal die verpflichtenden Regeln zur Chatkontrolle vorschlagen!
Aber Achtung! 🚨 An der freiwilligen Chatkontrolle 1.0 wollen sie festhalten und verlängern. #ChatkontrolleSTOPPEN
Hintergrund: eigentlich gilt in der EU die „ePrivacy-Richtlinie“ 2002/58/EG. Diese besagt: Vertraulichkeit digitaler Kommunikation ist zu schützen. Unternehmen dürfen Nachrichten nicht einfach überwachen.
Aber: 2021 hat die EU-Kommission von der Leyen I eine temporäre Ausnahmeregelung durchgedrückt, welche Unternehmen auf freiwilliger Basis das Scannen nach CSAM erlaubt. → Chatkontrolle 1.0 Daraus will sie seitdem eine Pflicht zum Scannen machen (#Chatkontrolle 2.0). Das ist bisher gescheitert.
Grund zur Entwarnung gibt es nicht. 1. Auch #Chatkontrolle 1.0 ist schon falsch. 2. Genau genommen spricht der Vorsitz Dänemark davon, die sogenannten 'Aufdeckungsanordnungen' streichen zu wollen. Das ist der Teil mit dem Anbieter zum Einsatz der Chatkontrolle verpflichtet werden. Denkbar ist aber, dass aus den anderen Regeln der Verordnung eine de facto Pflicht entsteht: Dienste müssen nämlich eine Risikobewertung vornehmen und dann Maßnahmen ergreifen, sonst drohen massive Bußgelder. Aus der Vergangenheit wissen wir: verschlüsselte Kommunikation an sich gilt für Teile der Mitgliedsstaaten bereits als potentielles Risiko, gegen den die #Chatkontrolle eingesetzt werden könnte. 3. Falls im Rat eine Einigung zustande kommt, wäre als nächstes der Trilog dran, also die Verhandlungen zwischen Europäischem Parlament und Rat der EU. Dabei könnte sich der Text wieder ändern. Da Trilogverhandlungen sehr intransparent ablaufen wäre die Zivilgesellschaft großteils außen vor. Es ist unberechenbar, ob eine verpflichtende #Chatkontrolle dort wieder hereinverhandelt werden könnte.
4. Selbst wenn der Trilog vergleichsweise gut läuft und die Maßnahmen tatsächlich freiwillig wären: Diejenigen, die radikal auf die #Chatkontrolle drängen, könnten nachdem eine freiwillige Chatkontrolle permanent verstetigt wurde, in ein paar Jahren wieder auf eine verpflichtende Regelung drängen. Bei der nach einer gewissen Zeit vorgesehenen Evaluation der Wirksamkeit der Maßnahmen würden sie argumentieren, das reiche nicht und es ginge von vorne los. Diesmal aber vielleicht ohne Aufschrei.
Insgesamt also gilt mal wieder: wachsam bleiben. Wir haben schon zu viele Manöver und Tricksereien rund um die #Chatkontrolle gesehen.
Trotzdem ist heute ein Grund zu feiern: Aktuell kommen die Pläne zur #Chatkontrolle nicht am öffentlichen Protest dagegen vorbei. Und es beweist: Als Zivilgesellschaft können wir gemeinsam viel erreichen. #ChatkontrolleSTOPPEN!

It keeps surprising me how uncommon is the style of canned #meat that we eat here in Italy. The collapse of the Kerry Plan presents Israel with a formidable challenge. It goes without saying that I myself never believed in nor subscribed to this type of policy, but one can’t deny the fact that it provided a horizon, albeit an illusionary one, for many Israelis and Palestinians, as well as for many in the international community.
However, the dismal failure of the American initiative brought home even to them the understanding that that this conflict has no political solution at this time. This “despair” has led to the realization that for the first time in decades, and certainly since the signing of the Oslo accords, there is no serious plan capable of producing results within a reasonable amount of time on the table.
