Looks like it's made by Ernest Wisniewski. Unfortunately, I haven't been able to find any Fediverse account of his.

I feel that it hasn’t gained critical mass, but maybe 2023 can change that.
Not wanting to leave for any high flying reasons. I just think that instances can be a whole lot more interesting. And in this case “themed” ones makes so much more sense.
