Looks like it's made by Ernest Wisniewski. Unfortunately, I haven't been able to find any Fediverse account of his.

I have wanted to replace Reddit for a while, so I’m keeping an eye on this space.

I feel that it hasn’t gained critical mass, but maybe 2023 can change that.

Not wanting to leave for any high flying reasons. I just think that instances can be a whole lot more interesting. And in this case “themed” ones makes so much more sense.

The instance you linked to seems to primarily show posts from Lemmy so it's unclear to me what the difference is so far but good to see the fediverse being extended a little further.
