Amo il sogno dell'Europa, certo, quella di adesso è la pallida e sgualcita imitazione del mio sogno, ma credo che noi cittadini dovremmo essere degni di quel sogno.

Anche nelle decisioni piccole come scegliere le nuove banconote. Le avremo tra le mani negli anni a venire (speriamo), è giusto che piacciano a noi.

Glaub viele politisch interessierte in #Deutschland verschätzen sich in ihrem Glauben, dass es nur eine rechte oder linke #Diktatur geben kann.

Das ist aber ein Trugschluss.

Eine #Mitte - Diktatur ist genau so möglich & wenn die aktuellen Trends so weitergehen, sogar wahrscheinlich.

Die #Demokratie endet hier nicht weil sie gescheitert ist. Sondern weil sie den Herrschenden und wichtigen politisch-wirtschaftlichen Netzwerken zu anstrengend war.

I have two zucchini plants. My 5th and 6th fruits are growing now (I've harvested 4 zucchini already), and one of those will be ready in a day or two.

After years of false starts, I think I finally have the hang of this zucchini thing.

Now, lets see if I have similar luck with my butternut squash: the vines are approaching 3m/10ft long, so if they don't fruit, it won't be for lack of trying.

Il dato più sorprendente è che questa svolta non trova alcun reale fondamento nell’andamento della criminalità minorile. Le stesse organizzazioni che da anni monitorano il sistema penale minorile ricordano che non esiste un’emergenza tale da giustificare un simile irrigidimento. Secondo i dati richiamati anche nel dibattito pubblico, in Italia i minori che entrano in contatto con la giustizia sono circa 363 ogni 100 mila abitanti, una cifra sensibilmente inferiore alla media europea, che supera i 600. A crescere non è tanto la criminalità, quanto la percezione costruita intorno ad essa attraverso una narrazione permanente dell’emergenza. Nel giro di pochi anni gli articoli dedicati alle “baby gang” e ai “maranza” sono quasi triplicati, alimentando l’idea di una generazione fuori controllo che i numeri non confermano.

Anche sul piano strettamente giuridico le critiche sono pressoché unanimi. L’Unione delle Camere Penali ha parlato di una modifica che incide radicalmente sul fondamento stesso della giustizia minorile, ricordando come l’intero impianto del processo penale per i minori sia stato costruito sulla consapevolezza che l’adolescenza rappresenta una fase di sviluppo della personalità e non una semplice riduzione anagrafica dell’età adulta. Il presidente dell’Unione delle Camere Penali, Francesco Petrelli, ha inoltre evidenziato i dubbi di compatibilità con l’articolo 31 della Costituzione, che impone alla Repubblica una particolare tutela dell’infanzia e della gioventù.

Non meno significativa è la posizione di Antigone, che insieme a Defence for Children e Libera ha promosso gli Stati Generali della Giustizia Minorile coinvolgendo centinaia di magistrati, avvocati, educatori, operatori sociali e studiosi. La coordinatrice nazionale Susanna Marietti ha ricordato come in tutti i tavoli di lavoro sia emersa una netta contrarietà a qualsiasi ipotesi di anticipazione della risposta penale, sottolineando che il problema non è come punire prima, ma come intervenire prima che un ragazzo venga abbandonato dalla scuola, dai servizi sociali e dalla rete educativa. L’interesse superiore del minore, ricorda Antigone, non è una formula astratta, ma il principio che impone di costruire percorsi di responsabilizzazione e inclusione anziché affidare al carcere il compito di risolvere problemi sociali.
