Geneva (AFP) – After 14 years of destruction, Syria must be swiftly rebuilt to bring stability to the country and the wider region, a top UN official in the war-ravaged nation told AFP.
Reconstruction is one of the most significant challenges facing Syria's new Islamist authorities after the overthrow of longtime ruler Bashar al-Assad last December.
"The international community should definitely rush into rebuilding Syria," Rawhi Afaghani, the UN Development Programme's deputy representative in Syria, told AFP this week during a visit to Geneva.
"Being able to help the country to rebound and come out of this war and come out of this destruction is for the Syrians themselves, but also for the stability and the good of the whole region," he said in the interview.
The Syrian civil war, which erupted in 2011 with Assad's brutal repression of anti-government protests, killed over half a million people and devastated the country's infrastructure.
The World Bank this week estimated that Syria's post-war reconstruction could cost up to $216 billion.
Afaghani said he could not put a price tag on rebuilding Syria, but described the needs as "massive".
Across the country, he said governors had told him about the massive need for housing, schools, and health centres, as well as electricity and water.
Complicating the clean-up efforts are the vast quantities of unexploded ordnance littering the entire country, including within mountains of rubble that need to be cleared, he said.
More than one million Syrian refugees have already returned from abroad and nearly double as many have returned to their places of origin after being displaced inside the country, UN figures show.
While those returns are a good sign, Afaghani warned that they were "putting a lot of pressure on the infrastructure, on the transportation, on the education, on the bakeries".
"People are returning to destroyed houses or houses that are actually occupied by other people," he said.
Afaghani warned that the strain on infrastructure "could lead to community tensions".
At the same time, he said the lack of infrastructure, services and jobs was dissuading many Syrians who want to return home from doing so.
"We thought there would be a much higher rate of return," he acknowledged, pointing out that most of those who have returned from abroad had left often difficult conditions in neighbouring Jordan and Lebanon.
From Europe, "we don't see that massive return", he said.
Afaghani voiced hope that swift reconstruction could usher in "a stable Syria", which in turn would draw more returns from Europe.
"Those are high-skilled people -- they can rebuild Syria," he said.
Those returnees, he insisted, could also "be a big, good influence in the whole region from an economic perspective, and from a peace-building perspective".

Siamo a ottobre e ci sono buone probabilità che Furèsta de La Nina sarà il disco italiano dell’anno. Un disco che non solo è bello e profondo ma anche fertile, come capita ai dischi che escono in un crocevia di artisti e influenze.
Un frutto di Furèsta è Gioielli neri di Sara Gioielli, cantante napoletana (anzi puteolana) con una lunga esperienza nel canto classico. Gioielli neri è un album di solo pianoforte e voci eppure non suona come un disco piano-e-voce: le sovraincisioni, i riverberi, un coro (in “Anche di giorno”) danno un grande spessore alle canzoni ma senza snaturarle. Per fortuna, perché si tratta di canzoni scritte bene e prodotte meglio, davvero un album d’esordio sorprendente.
Il tema centrale di molte canzoni è la cura; la cura delle cose, la cura di sé, come spiega Sara Gioielli stessa in questa intervista. La stessa cura che sembra essere stata posta nell’infilare dietro l’altra le canzoni del disco. Consigliatissimo, magari di sera e con un buon impianto, oppure in cuffia.

Hi, I'm trying to install Linux (OpenSUSE, to be precise) on my other PC and struggling with getting the GPU working properly.
The system has an RTX 3060ti and an i5 6600k. Two displays are connected, one to the dGPU and the other to the iGPU.
First issue was the installer not displaying any graphics, but launching with nomodeset allowed me to work around the issue.
When I booted into the installed system (and after disabling nomodeset), I could only get video out of the iGPU, so I figured it did not install any drivers and searched for official documentation. I found this article and followed the instructions, installing the G06 driver, but it could not load.
I thought that the guide was outdated, so I looked for other drivers, and found the new Open drivers. Following this guide I got them to install and load, but still no graphics, but this time I could restart the display manager and get it to work. I unplugged the display from the iGPU and that seems to have fixed it.
Unfortunately when trying to run a game (I could only try ProjectDiva Megamix+ and another game which I know is unreliable) I couldn't get dxvk to work, it would always give me a "directx 11 not found" error. The other game I mentioned runs on dx9 and had similar issues, failing to create a graphics context from what I can tell from the logs. The first game runs if I force WineD3D. On my primary PC running OpenSUSE with an RX 9070xt and on my Steam Deck the game works perfectly.
I will try reinstalling everything, in case I screwed up something installing the drivers. What should I do if that doesn't solve it?

Edit: forgot to mention, I'm trying to use OpenSUSE Tumbleweed and after installing the nvidia drivers I installed libvulkan (both the 64 and 32 bit versions)
Edit 2: thanks everyone for the help. I ended up reinstalling with the iGPU disabled and it now seems to work well.
First of all... Always follow the distribution's instructions for this kind of thing. Second, I suppose you installed the proprietary drivers, but your GPU is a 30xx so you should really get the open drivers instead. There's a paragraph on that in the page you linked, try that and see if it works.
