No idea either (not a city i'm familiar with when it comes to housing). Best suggestion I would have is (if you haven't done so yet)
- Sign up with woningcorporaties in Rotterdam and greater area
- Public transport is good, you do not need to live in Rotterdam/Delft/The Hague. Check places like Spijkernisse, Berkel, Pijnacker etc.
- You could contact a "verhuurmakelaar", though that might be more expensive.

It’s for student housing and it might help. But you need some kind of proof that you are a student to participate. (Kamernet might also be a good one, although it is full of “huisjesmelkers” (AKA greedy landlords), but it might be something.
