On the surface this looks like a good move, although much will depend on how the assessment regime is reworked.;
But, this hardly makes up for the cuts in the overall benefit.... and after Keir Starmer's announcement on migration today who'd bet on PIP being improved?

This, is the problem with governmental consultation in any society; who do they listen to, to garner views on the impact of policy changes? Certainly representative groups are often used, but often (as you suggest) these are only partially able (or willing) to convey the interests of specific groups. But then when consultations are open to all, individual voices often (also) get lost in the masses of responses. It been a vexing problem for democracy for a long time.
