The AI boom we all got hit by is strange. People seem to latch on to natural language, which I think makes personification of technology easier, thus the perception of "AI" instead of "ML".
Some of these tools have better reasoning abilities than an unfortunately large chunk of the population, so it's not surprising that it's easy to market as AI.

I think the reason ICE/DHS employs masking is to avoid revealing agency *hiring practices*.
If I was looking to quickly hire agents with the physical skills to apprehend non-criminals at scale, I'd look for former police & military that have a record of or who've shown gravitation towards anti-social, white supremacist and/or criminal conduct to ensure they'll happily violate people's rights without conscience/remorse.
Not everyone could do that job.
