The fish are actually swimming from West to East. It could be an aquarium inside a restaurant.
In the water at the top, on the left, I think the wording might me Baggage Claim
Above the White gate is in fact the word GATE. The wording is rather ornate lettering, so inside the gate must be an interesting place.
The person sitting at the bottom of the photograph is facing East. I think the person is a male, wearing a mask. Itt was during the time of Covid when we wore a mask in public places. Obvious blond hair.

It wasn't a double exposure, and not "film" (though digital sensors sometimes do strange things. I suppose the man was reflected in a reflection of.... But it's miraculous to me how the fish manage to be translucent and that gate is there, can't even fathom where that snuck in from.
So, go fish. I don't think that's "gate", but could be. Lots could be. That's what makes it interesting to me (who has been known to wonder at people's associations to photos and also Rorschach cards, related.)
Right on the mask, and - checking - this was Feb 2021, definitely the height of COVID (taken on my first outing post-lockdown). Everything was - still is - weird.
Ohhh, just now I can see your "baggage claim" bit, good on you. Probably that exactly, and not reversed, or double-reversed. You're right on the aquarium - not in a restaurant but in an airport. But this was near gate from plane to airport, before the shops which might have gates. Well, a little mystery is a spice of life.
And lastly, since you give the perfect opportunity to add a link I'd meant to share in another recent post about the TSA, shoes OK story, or something... No matter what else, it's good to know: . Thinking caps particularly.
