Well, of course Silverdale is at the top of a hill, and both from the direction of Carnforth or going round the hill to come up from Arnside, the climb is pretty steep... but, the area actually has well signposted cycle routes (I use them round there myself) although there are not cycle tracks next to the rural roads in question... but I take your general point, even if Lancaster & environs actually is pretty well served as it was a SusTrans cyclist pilot some years ago.
