Ik vind dat de gemeente Nijmegen platform X (voorheen Twitter) de rug zou moeten toekeren.
Daarnaast is er een technisch veel mooier sociaal medium dat wél aansluit bij onze maatschappelijke waarden, dat geen haat bevordert of gebruikers bewust verslaafd wil maken, waar de gemeente Nijmegen nog niet actief is. Ik zou dat graag willen omkeren.

Eind november besprak de Nijmeegse gemeenteraad welke kant de gemeente Nijmegen op zou moeten gaan met haar digitale beleid. Daarover schreef ik deze draad op Mastodon: mastodon.social/@joepbc/115632…. Naar aanleiding van de input tijdens deze ronde in de raad zal het college later in 2026 met een plan komen voor het digitale beleid van de gemeente. De raad kan dit plan tzt bijstellen en/of vaststellen.Aan het einde van mijn tweede termijn (mastodon.social/@joepbc/115632…) vroeg ik of de gemeente Nijmegen, in navolging van o.a. de NOS, zich nog wel op X (voorheen Twitter) zou moeten willen begeven. X is de afgelopen jaren overspoeld met haatdragende berichten waar nauwelijks tegen wordt opgetreden (evenals tegen desinformatie en schadelijke content:tweakers.net/nieuws/224298/eur…), sterker nog, deze komen allemaal bovendrijven in het algoritme. Ook zijn er in toenemende mate (Russische) botnetwerken die er bijvoorbeeld buitenlandse verkiezingen mee willen beïnvloeden:politico.eu/article/germany-el…. Dit gebeurde bijvoorbeeld vorig jaar bij de Duitse verkiezingen ten gunste van het Duitse uiterst-rechtse pro-Russische en door Elon Musk gesteunde AfD. Het ondoorzichtige algoritme achter X beloont provocaties, en de uiterst rechtse ‘ecosphere’ op Twitter wordt effectief gevoed door extreme provocatieve berichten van dit soort buitelandse actoren: bsky.app/profile/eliothiggins.…. Daarnaast beantwoordt Musk boetes van de Europese Commissie met een advertentieboycot op het platform: nrc.nl/nieuws/2025/12/12/moet-…. Ook gebruikte Elon Musk X na zijn overname als megafoon voor zijn opvattingen en het promoten van pro-republikeins gedachtengoed pbs.org/newshour/politics/elon…. Ook Twitter/X-gebruikers die Musk niet volgden ontkwamen niet aan zijn berichten in hun timelines.
Ik begrijp de spagaat van het college, je wil mensen in de stad bereiken en niet alle middelen daartoe hoeven heiliger te zijn dan de paus. Toch vind ik dat platform X inmiddels zo kwaadaardig is geworden dat serieuze organisaties zich hier van zouden moeten distantiëren. Het college constateerde eind 2025 dat de kritische grens daartoe nog niet bereikt was: mastodon.social/@joepbc/115718…. Sinds eind december is Grok, de ‘ChatGPT’ van Musk die je kunt aansturen door er een bericht op X naar te sturen, verantwoordelijk voor het genereren van honderdduizenden afbeeldingen van mensen, waaronder kinderen, die zonder toestemming op afbeeldingen worden uitgekleed door Musk’s AI-bot Grok: bnr.nl/nieuws/tech-innovatie/1…. Dit gebeurt op een schaal die vele ordes van grootte groter is dan bij andere ‘diensten’.
Als de grens van het toelaatbare eind 2025 nog niet was bereikt, is het inmiddels wellicht zover. Georgina Verbaan verwoordde het wat mij betreft treffend (bsky.app/profile/gverbaan.bsky…):
_Dat nieuwsorganisaties, bedrijven, overheden en privépersonen op een site blijven waar echte kinderporno, gecreëerde kinderporno, deepfakes van vrouwen en nazi propaganda welig tieren is zo diep fucking schandalig._Nadat ik heb geconstateerd wat we als gemeente volgens mij *niet* zouden moeten willen, is het goed om even stil te staan bij wat ze *wel* zouden moeten doen. Er bestaat namelijk een sociaal medium waar organisaties zelf de regie kunnen nemen om te kiezen voor hun eigen beleid. Een platform zonder bewust geïntroduceerde verslavende algoritmen, dat kan worden gebruikt om berichten (zoals deze post) te delen, die ook kunnen worden gelezen door mensen zonder login X, Facebook, Instagram of LinkedIn. Berichten die kunnen worden gelezen zonder dat de lezer wordt getrackt door diezelfde Amerikaanse techbedrijven die hen ook op vele websites met widgets van deze social media ongevraagd profileren.
Iedereen kan een eigen Mastodon server opzetten, maar ook gebruik maken van servers die al door anderen worden aangeboden. De Nederlandse overheid heeft zelf één opgezet op social.overheid.nl, waar naast organisaties als Rijkswaterstaat, het KNMI en verschillende ministeries, momenteel vooral veel provincies actief zijn. Deze Mastodon server is er echter expliciet ook voor Nederlandse gemeenten, en ik vind dat de gemeente Nijmegen hier ook op thuishoort. En het zou helemaal niet gek zijn om vanaf andere platforms (zoals Insta, Facebook en LinkedIn) regelmatig te verwijzen naar berichten op dit open platform. Dat we daarnaast op deze andere platforms actief blijven kan ik begrijpen. Maar voor X is het wat mij betreft te laat.
