While at the ICE bldg in Portland we noticed that the same cars were going to and from the bldg with different plates. I think they have been trading out random plates at another location and driving in and out to avoid detection in their vehicles with their plates in public. In June they had just started taping their plates up or taking them off entirely but people started reporting them as driving with no plates
