Und wieder eine Folge von #9vor9, die unter großem Leitthema mehr Unabhängigkeit von US-Tech-Konzernen und digitale Souveränität für Deutschland und Europa steht. Leonhard Dobusch ist zu Gast bei #9vor9. In einer Zeit, in der die Dominanz großer Tech-Konzerne die demokratische Meinungsbildung zunehmend gefährdet, wirbt er vernehmbar für alternative digitale Infrastrukturen. Der Organisationsforscher und ehemalige ZDF-Gremienmitglied, der kürzlich zum ORF-Stiftungsrat gewechselt ist, sieht im Fediverse und in der Öffnung der öffentlich-rechtlichen Mediatheken zentrale Bausteine für eine demokratische Digitalzukunft.

“Wir haben nicht ewig Zeit”, warnt er eindringlich und verweist dabei auf drei miteinander verzahnte Krisenphänomene: die Zerstörung demokratischer Diskussionskultur durch kommerzielle Plattformen, die daraus resultierende Unfähigkeit, globale Herausforderungen wie die Klimakrise zu bewältigen, sowie den weltweiten Aufstieg rechtsradikaler Bewegungen, die öffentlich-rechtliche Medien als Feindbild definieren.
Dezentrales Netzwerk für Old Men und Freaks?
Doch natürlich stellt sich eine zentrale Frage: Wie viel Zeit haben wir, dass sich Alternativen entwickeln? Und wer kennt das Fediverse? Wenn Lars oder mich mit unserem Fediverse T-Shirt spazieren gehen, ernten wir nur verständnislose Blicke. Während sich 1,6 Millionen Menschen im Fediverse tummeln, vergnügen sich Milliarden auf Plattformen von Meta, X und anderen Tech-Giganten, die unsere Demokratie systematisch zerlegen. Drei ältere Männer schwärmen beim #9vor9 von dezentralen Netzwerken, während die Jungen auf YouTube und TikTok sind.
Dobusch warnt zurecht: “Wir müssen aufpassen, dass wir das nicht zu einer Generationen-Rentnersocial machen.” Es braucht vor allem attraktive Inhalte, die für jung und alt interessant sind. Dabei muss die Technik des Fediverse gar nicht für alle verständlich sein. Genau wie E-Mail. Wer weiß schon, wie E-Mail funktioniert? Niemand. Trotzdem nutzt es jeder. Dobusch verweist auf die historische Rolle der Hochschulen bei der Verbreitung von E-Mail und sieht darin ein Vorbild für das Fediverse. Wenn man die Fediverse-Instanzen der Unis noch den Studierenden öffnen, kämen auch mehr junge Leute in Kontakt mit Pixelfed, Peertube, Element. Friendica, Mastodon und all den Werkzeugen des Fediverse.
Unis und Forschung sollen Fediverse bekannt machen
Derzeit ist das Fediverse noch ein Nischenprojekt, doch Dobusch sieht darin bewusst keinen Nachteil. Er vergleicht die aktuelle Situation mit der Frühzeit des Internets: “Das Fediverse versprüht early Internet Vibes“. Das Internet kam von Unis, war nicht kommerziell, und sah hässlich aus. Diese Parallele ist bewusst gewählt, denn sie verdeutlicht das Potenzial dezentraler Strukturen, die sich organisch entwickeln können. Universitäten und Forschungseinrichtungen könnten als Katalysator erneut eine wichtige Rolle spielen.
An der Universität Innsbruck, wo Dobusch tätig ist, funktioniert dieses Konzept bereits: 5.000 Beschäftigte können sich mit ihrem regulären Uni-Account ins Fediverse einloggen. Diese Single Sign-On-Lösung eliminiert eine der größten Hürden für die Fediverse-Nutzung – die komplizierte Registrierung und Instanzwahl.
Kritische Masse heißt nicht 90 % aller Nutzenden erreichen
Dobusch sieht Universitäten und andere Bildungsinstitutionen als Schlüssel, um eine kritische Masse zu erreichen: Sie können nicht nur Instanzen betreiben, sondern auch „Menschen mitbringen“ und so das Netzwerk beleben. Erst durch die breite Nutzung an Unis wurde E-Mail zum Massenmedium. Die kritische Masse ist für Dobusch nicht nur eine Frage der Nutzerzahl, sondern auch der aktiven Beteiligung und der Qualität des Austauschs. Erst wenn genügend Menschen und Institutionen teilnehmen, entfaltet das Netzwerk seinen gesellschaftlichen Wert. Kritische Masse heißt dabei nicht, dass die Mehrheit der Bevölkerung im Fediverse sein muss, doch muss es eine erkleckliche Anzahl an Nutzerinnen und Nutzern geben.
Durch ARD/ZDF-Mediatheken Inhalte und Leute ins Fediverse bringen
Noch vielversprechender hinsichtlich einer möglichen kritischen Masse und vor allem attraktiver Inhalte, ist die Entwicklung rund um die Mediatheken der öffentlich-rechtlichen Medien. Dort vollziehe sich ein bemerkenswert schneller Wandel, der in der öffentlichen Wahrnehmung oft untergehe. Innerhalb weniger Jahre haben sich die Anstalten von zehn eigenständigen Mediatheken zu einer gemeinsamen Plattform entwickelt, Single Sign-On über Sendergrenzen hinweg eingeführt und mit dem Streaming OS eines der größten Open Source-Projekte Deutschlands initiiert.
Der Public Spaces Incubator, ein internationales Forschungsprojekt unter Beteiligung von ARD und ZDF, entwickelt derzeit drei innovative Prototypen für demokratische Online-Diskussionen. Der “Comments Slider” ermöglicht nuancierte Meinungsäußerungen jenseits binärer Ja/Nein-Entscheidungen, die “Public Square View” schafft gemeinsame Erlebnisse für junge Zielgruppen, und “Representing Perspectives” etabliert rollenbasierte Diskussionsformate. Das Revolutionäre an diesen Ansätzen ist ihre geplante Integration ins Fediverse über das ActivityPub-Protokoll.
Die Vision der offenen Mediatheken
Dobuschs zentrale Forderung zielt auf eine grundlegende Öffnung der Mediatheken ab. Millionen Menschen loggen sich täglich in die ARD- und ZDF-Mediatheken ein, werden aber für Diskussionen über Inhalte zu kommerziellen Plattformen wie YouTube weitergeleitet. Diese Logik kritisiert Dobusch als kontraproduktiv: Statt die Nutzer wegzuschicken, sollten die Mediatheken selbst zu lebendigen Diskussionsräumen werden.
Seine Vision geht weit über einfache Kommentarfunktionen hinaus. Er schlägt ein mehrstufiges Öffnungskonzept vor, das von der Einführung von Kommentarmöglichkeiten über nutzergenerierten Playlists bis hin zur Integration von Inhalten aus Kultureinrichtungen und Universitäten reicht. Diese Entwicklung würde die Mediatheken von Netflix-Kopien zu einem öffentlich-rechtlichen Pendant zu YouTube transformieren – allerdings ohne die toxische Kommentarkultur kommerzieller Plattformen.
Dobusch macht keine falschen Versprechungen über die Geschwindigkeit dieser Transformation. Er gesteht ein, dass “die Ungeduld berechtigt ist”, betont aber gleichzeitig die enormen Fortschritte der letzten Jahre. Die öffentlich-rechtlichen Anstalten haben diese Entwicklungen “im laufenden Betrieb ohne zusätzliches Geld” gestemmt, während sie gleichzeitig mit Beitragsstagnation und politischem Druck umgehen mussten.
Was ist jetzt zu tun?
Aus Dobuschs Analyse ergeben sich klare Handlungsempfehlungen für verschiedene Akteure. Universitäten sollten eigene Mastodon-Instanzen aufbauen und ihren Mitgliedern den Zugang zu dezentralen Netzwerken ermöglichen. Die öffentlich-rechtlichen Medien müssen ihre Mediatheken für Fediverse-Kommentare öffnen und ihre Open Source-Initiativen vorantreiben. Bürger wiederum können ihre Communities zum Fediverse-Einstieg motivieren und konstruktive Forderungen an die öffentlich-rechtlichen Medien stellen.
Die Botschaft ist klar: Digitale Souveränität entsteht nicht von selbst, sondern erfordert bewusste Entscheidungen und gemeinsame Anstrengungen. Das Fediverse mag heute noch ein Nischenprojekt sein, aber es könnte der Grundstein für eine demokratische Digitalzukunft werden – wenn die relevanten Akteure jetzt handeln, bevor das Zeitfenster sich schließt. “Durchs Reden kommen die Leute zusammen”, sagt er zum Abschluss. Bei uns in Hessen heißt das, wir „babbeln“ mal zusammen – passt auch.

Sometimes people ask me if I make lace shawls on request. The answer is yes and no. I don’t take paid commissions because you’d never want to pay the worth of my work. But if you are the tiniest bit nice to me and show a modicum of interest in what I do, and I know where to find you, lace may be thrust upon you.
This is what happened to my aunt Annica. She had an even birthday last year, and also came to my summer exhibition at Nääs castle. At that exhibition she expressed an interest in my work and jokingly asked what kind of a bribe I needed to make one for her. We discussed colours and patterns. She was joking, I was not. Now, a year later, she is my excuse for my latest improvised stash buster: a triangle petrol lace shawl with a black border. It’s very soft and pretty big, so I hope she will like it!
