The thing about the government is it's people. And people can have some really wild ideas and get convinced they're normal. Even pretty smart people sometimes.
Also it's really easy for people who mean well but start to think they're the last best hope for humanity to wind up doing stupid or awful things with people who don't mean well or just don't care and see an opportunity.
i don't think i'm far off the mark saying that's the point. fascists have a very strong evangelical kind of belief, in the sense of really believing that committing daily massacres in Palestine will cause Jesus to return and kill all of the non-believers, and during that time, believing they would be somehow spared, they would kill God and take his throne to gain his power.
yes, it's absolutely dangerous magical thinking. it is apocalyptic cult thought, including materialist magic, ie believing that saying certain words and practising certain occult rituals will bring unlimited power to a small group of people who basically are clapping really hard for racist fairies to exist.
They're truly the poster people for "power corrupts"
And we are seeing it already with ICE and their collaborators, as we've been seeing with cops for decades: they truly believe they're immune to any consequences, up to and including the dislike of their neighbors.

Okay, this puts your claim into perspective. It's not as extreme ("without complying you cannot get a new passport or ID card") - there is an alternative.

This is the option I used to take my photo last time I had to get my ID in Bonn.
Furthermore, a very important detail: The image is stored *encrypted* on AWS. It can - using current technical capabilities - only be accessed using the key, which along with the URL is stored in the QR code.
So all in all, given that there usually is an acceptable alternative (on-site photo booths) that avoids cloud uploads altogether, and that images are stored encrypted on AWS servers, I see no big reason for panic here.
