Finland (or mostly #Helsinki) does this indirectly, by preserving public ownership of land even when it's built. People who buy homes in areas of the city which get more valuable thanks to public infrastructure, including public transport, eventually have to pay higher rent (or property taxes) for the land their building uses.
@nemobis yeah, it seems better than the versement mobilité which assumes the people who benefit most from public transport are the people who work in cities
changes to the taxe foncière would make sure e.g. people with a pied à terre in central Paris pay their fair share too
