I remember that; I think it was last year in Sweden. And yes he is pointing angrily at the gap. The funny thing is that, as far as I'm able to find out, this decoration was made in a little village close to Stenungsund. There had recently been a landslide and a part of the main road in the area, E6, had been destroyed and much of the traffic was redirected through that particular village, so the context makes it even more fun.
