in other countries like UK, if a medium/large business is one that is likely to have many immigrant workers, the HR department has to check the staff's documents and notify the immigration authority, so it would be very difficult for a business of that size to amass sufficient undocumented workers to warrant a heavy raid. But that does of course require investing in a reasonably well resourced public sector, which USA govt seems loath to do..
That happens in the US too. That's not the issue. Except for maybe the fact that in the USA we hold poor people accountable but not corporations, so only arrest the immigrants and not the executives.
Everyone knows that medium/large companies (especially in more dangerous/harsher conditions, like meat plants) hire undocumented workers en masse and purposefully cover it up, because they know they can get away with treating the workers worse since they are not protected by labour laws.
We don't (didn't) do mass sweeps because of how many essential workers are undocumented, it would cause massive disruptions in our food supply. We have had the capability, especially given the funding the US dedicates towards information gathering and "security".
But we know how much harm it would do to remove over 10 million workers, so we haven't. And then businesses have enjoyed having workers that are unprotected by labour laws, so we haven't legalized them either.
Letting businesses accrue large numbers of undocumented workers has not been due to lack of governmental funding or capability, and the raids now are about racism and attacking political opponents.
