Several times I bought a laptop with Windows installed, and overwrote it by installing a Linux distribution. Should I have gotten the money back for the Windows license? The problem is that laptop makers are paid to load the laptop up with crapware and these payments often exceed the cost of the Windows license. So it would actually cost slightly more money for them to sell me a machine with no OS.
