Mario Giro torna a parlare dell’Africa, un continente dove le guerre tendono a cronicizzarsi. È questa la particolarità delle guerre africane, conflitti che insorgono, si placano e si riaccendono perché sempre legati, in fondo, a problemi non risolti, alla povertà, alla bassa remunerazione del lavoro, alle controversie sull’impiego delle risorse naturali, alla questione della terra, intesa non come territorio politico ma come luogo dell’identità e bene di sopravvivenza.
La complessità dei conflitti africani richiede un approccio analitico che superi la semplice etichetta di “guerre tribali”. Questi conflitti, spesso radicati in una storia di colonialismo, sfruttamento e disuguaglianze economiche, presentano una serie di motivazioni che vanno oltre il mero scontro etnico. L’analisi di queste guerre è fondamentale non solo per comprendere le dinamiche locali ma anche per riconoscere le connessioni regionali e gli interessi commerciali che le alimentano.
I conflitti africani non sono isolati; sono interconnessi. Le guerre in un paese possono avere ripercussioni su quelli vicini. Attraverso l’analisi dei flussi di rifugiati, del commercio illecito di armi, e dell’influenza di attori esterni, emerge un quadro complesso. Per esempio, i conflitti in Mali influenzano la sicurezza in Niger e Burkina Faso, creando un ecosistema di violenza che si espande. Le dinamiche tribali, pur essendo un aspetto, devono essere comprese all’interno di un contesto più ampio di interessi economici e politici.

La bozza del documento di 56 pagine, presentata alla vigilia della sessione, è stata preparata dal presidente dell’OEWG, il diplomatico singaporiano Burhan Ghafoor. La bozza sottolinea che il lavoro del gruppo nel periodo 2021-2025 si è svolto in un “contesto geopolitico molto difficile”, caratterizzato da forti rivalità tra potenze, tensioni politiche, frammentazione dell’economia globale e crescenti preoccupazioni circa l’uso improprio delle ICT da parte di attori sia statali che non statali. Ciononostante, l’OEWG è riuscito a costruire un clima di fiducia e a sviluppare una comprensione comune delle questioni chiave.
Il formato OEWG è diventato il secondo meccanismo specializzato all’interno delle Nazioni Unite sulle questioni di sicurezza informatica internazionale, insieme al Gruppo di Esperti Governativi (GGE), anch’esso istituito su iniziativa della Federazione Russa nel 2004. Quasi tutti gli Stati membri delle Nazioni Unite, nonché rappresentanti di organizzazioni internazionali, aziende e ONG, partecipano alle discussioni dell’OEWG. Il gruppo si basa su 11 norme di condotta volontarie concordate all’interno del GGE, tra cui l’impegno a non utilizzare tecnologie informatiche contro infrastrutture critiche, a non consentire attacchi dal proprio territorio e a non introdurre funzioni nascoste (“backdoor”) nei prodotti IT.
La bozza del rapporto finale riproduce questi standard e contiene nuove proposte discusse durante i lavori del gruppo. In particolare, propone di garantire la protezione dei cavi sottomarini e dei satelliti per telecomunicazioni da sabotaggi che potrebbero compromettere l’accesso a Internet su scala regionale. Tuttavia, come in precedenza, tutte le misure hanno natura consultiva e non comportano conseguenze legali in caso di inosservanza.
La Russia, che insiste sull’elaborazione di una Convenzione sulla sicurezza internazionale dell’informazione giuridicamente vincolante, ha precedentemente presentato un progetto aggiornato per un documento basato sui principi di sovranità statale e non ingerenza. I suoi obiettivi principali sono prevenire i conflitti, sviluppare la cooperazione e sostenere il potenziale informatico dei paesi in via di sviluppo. Tuttavia, questa iniziativa sta incontrando la diffidenza di diversi paesi occidentali e per ora rimane a livello concettuale.
Allo stesso tempo, una delle proposte concrete della Russia è stata implementata con successo: un anno fa è stato creato il “Registro globale dei punti di contatto”, una piattaforma per l’interazione tra i Computer Emergency Response Team (CERT) nazionali. È pubblicato sul sito web dell’Ufficio delle Nazioni Unite per gli Affari del Disarmo (UNODA) ed è diventato il primo strumento universale di rafforzamento della fiducia all’interno dell’OEWG. Secondo i rappresentanti, il registro consente alle autorità competenti di diversi Paesi di scambiarsi tempestivamente informazioni in caso di incidenti nel cyberspazio.
All’ordine del giorno della sessione è prevista anche una discussione sul futuro del meccanismo negoziale stesso. La Russia propone di sostituire il formato temporaneo con un organo permanente dotato di potere decisionale e della capacità di elaborare norme giuridicamente vincolanti. Nonostante il sostegno di molti partecipanti all’idea di una piattaforma a tempo indeterminato, i parametri specifici del suo futuro mandato rimangono oggetto di disaccordo.

Genau so mit den anderen Projekten, mehr wurde nie versprochen.

Muss man überhaupt nicht, das ist tatsächlich der große Vorteil. Trotzdem gibt es Argumente dafür, zum Beispiel, weil verschiedene Dienste unterschiedliches ermöglichen: Zum Beispiel die hüpfenden Emojis von @heiseBotti

Nein, das sind unterschiedliche Dinge. Du kannst von deinem Mastodon-Account kein Peertube-Video veröffentlichen, dazu brauchst du den Account. Aber du kannst damit interagieren (linken, in der Timeline gucken, per P2P teilen etc.) und das ist der Vorteil.
Wer vorwiegend Bilder postet, sollte dafür keinen Mastodon-Account nutzen, bei Kurznachrichten dagegen schon. Das Tolle ist, dass alle trotzdem verknüpft sind. Die Softwares sind aber untereinander nicht austauschbar.

in reply to Volker Weber • • •@Volker Weber Die Grundidee damals war meines Wissens auch eine andere. Nämlich eine eigene Instanz für eine Community. Community meinte in dem Fall eher die eigene Familie, der lokale Sportverein usw. Diese Communities können sich dann untereinander verbinden.

in reply to Martin Holland • • •In a perfect world, all media organIationa would have their own instances (tied to their domains) for each network type (threadiverse, micro logging, video, short form video) and these instances would be used for both content distribution (official NYT mastadon feed) and for validation of journalists.
The non-profit foundations that manage these networks could provide managed services to raise more money for development (beyond donations).

in reply to Skiluros • • •This is the part of the internet that we have forgotten. Everyone is supposed to be their own little island but they all connect. If I want news I shouldn’t have to go to Facebook, I should have to go to the news org.
This is why the Fediverse has been thriving by imitating monolithic platforms like Reddit or Twitter but doing so in a way that domains (aka “sites” are still all their own.
I shouldn’t have to go to Reddit to get to CNN, I should have to go to CNN to get CNN. CNN should not join Lemmy, CNN should host a Lemmy instance and have communities for topics and programs, and its users should only be people who work there. And that should all be federated out for the rest of us to interact with.
(CNN was the quickest news org name to type and I wasn’t about to use Fox as an example)

There are a bunch of news accounts on Flipboard that have the federation enabled in this list. If you're on Mastodon, Friendica, Mbin and probably Piefed too, you should be able to follow them too.
